ROGERS PLANNING COMMISSION
JULY 25, 2013

CALL TO ORDER
The meeting of the Rogers Planning Commission was held on July 25, 2013 at 7:00 p.m. was called to order with Commissioners Martin, Meadows, Denker, Knapp, Ende, Burr, Busch and Terhaar were present.

Also present were City Planning Consultant Steve Grittman, Deputy Clerk Splett and Councilmember Ihli.

SET AGENDA
The agenda was set as submitted.

CONSENT AGENDA*
A. Approval of the June 27, 2013 Planning Commission Minutes
Commissioner Martin moved, Commissioner Knapp seconded a motion to approve the June 27, 2013 Planning Commission Minutes as submitted.

On the vote, all members voted AYE. Motion carried.

PUBLIC HEARINGS
A. Public Hearing to Consider a Request by Camping World for a Conditional Use Permit to Allow the Installation of an Above Ground 1000 gal. Propane Tank and Dispensing Unit, Located at 21200 Rogers Drive
Planning Consultant Grittman provided the background information commenting on the following:
• This is to serve clients/customers with tank refills
• An accessory use to the business and is consistent with the code

Chairman Denker opened the meeting for public comment.

There were no comments registered.

Commissioner Knapp moved, Commissioner Martin seconded a motion to close the public hearing.

On the vote, all members voted AYE. Motion carried.

There was a brief discussion by the Planning Commission.

Commissioner Martin moved, Commissioner Ende seconded the motion to recommend approval of the Conditional Use Permit to Allow the Installation of an Above Ground 1000 gal. Propane Tank and Dispensing Unit with the following conditions:
1. The acceptability of the storage tank location shall be subject to comment and recommendation by the City Building Official and Fire Chief.
2. A determination shall be made by the Fire Chief that the tank will be accessible to emergency fire apparatus.
3. The dispensing of fuel to customers is an accessory use to this recreational business.
4. The dispensing of fuel shall only be allowed when the principal building/use is open for business.
5. The applicant shall demonstrate to the City that all applicable State and Federal requirements related to the bulk storage of flammable liquids have been satisfied.

On the vote, all members voted AYE. Motion carried.

B. Public Hearing to Consider Amendments to the Comprehensive Plan, Consolidating the 2030 Comprehensive Plan Documents from the City of Rogers and Hassan Township into a Unified Document
Planning Consultant Grittman provided the background information commenting on the following:
• Draft document along with the appendix
• Using Rogers document and incorporating Hassan's plan. Not new language, just blending the two together
• Still working on format, captions for figures, etc.

Chairman Denker opened the meeting for public comment.

There were no comments registered.

Commissioner Martin moved, Commissioner Ende seconded a motion to close the public hearing.

On the vote, all members voted AYE. Motion carried.

There was a brief discussion by the Planning Commission regarding corrections to the existing document they would like done prior to this being sent onto the City Council.

Commissioner Meadows moved, Commissioner Ende seconded the motion to recommend the amendment to the Comprehensive Plan be submitted to the City Council and to Met Council with the corrections discussed here.

Commissioner Denker suggested to the Planning Commission that if there are additional changes they would like made to this document, to submit those to City Hall by next Friday, August 2nd.

On the vote, all members voted AYE. Motion carried.

C. Public Hearing to Consider Amendments to the Adult Use Regulations
Planning Consultant Grittman provided the background information commenting on the following:
• Adding more definitions to the current code and a few additional uses
• Document is being reviewed by the City Attorney
• Suggest that this be continued to the August Planning Commission meeting

Chairman Denker opened the meeting for public comment.

There were no comments registered.

Commissioner Denker moved, Commissioner Martin seconded a motion to continue this public hearing to the August 22, 2013 Planning Commission meeting.

On the vote, all members voted AYE. Motion carried.

D. (cont.) Public Hearing to Consider a Zoning Ordinance Amendment to Kennels
Planning Consultant Grittman provided the background information commenting on the following:
• Recommending that this be tabled to the August Planning Commission meeting to allow all the corrections to the adult use regulations and kennel regulations to be included in the amendment

Commissioner Martin moved, Commissioner Knapp seconded a motion to continue the public hearing to the August 22, 2013 Planning Commission meeting.

On the vote, all members voted AYE. Motion carried.

OTHER BUSINESS
A. Kennel Definitions and Zoning Ordinance Definitions
Consulting Planner Grittman provided the background information, commenting on the following:
• This is actually a part of the amendment to the Kennel ordinance that will be looked at next month.

No action taken.

ADJOURN
Commissioner Knapp moved, Commissioner Meadows seconded a motion to adjourn the meeting at 7:42 p.m.

On the vote, all members voted AYE. Motion carried.
