CALL TO ORDER AND PLEDGE OF ALLEGIANCE

This meeting of the Rogers Park Board was held on August 18, 2009 and called to order with Acting Chair Volkers, and Members Fuller, Nelson, and Tomaszewski present.  Also in attendance were Rogers Recreation and Facilities Manager Mike Bauer.

PRESENTATIONS

Hassan Park Board Meeting recap did not take place as no one was in attendance at the meeting.  Judi Volkers will attend the meeting on August 27, 2009 and a list will be distributed rotating members through attendance at the meetings.

SET AGENDA

Recreation and Facilities Manager Bauer requested that discussion of the Park and Recreation Business Magazine be added to the Correspondence Agenda.

5.01     Approval of Minutes from July 21, 2009 Rogers Park Board Meeting.

Motion to approve minutes July 21, 2009 Rogers Park Board Meeting by Member Nelson - seconded by Member Fuller - all in favor - Carried.

GENERAL BUSINESS

6.01     2010 Budget Items

6.01.1  Review of Proposed Recreation Programming for 2010

Recreation and Facilities Manager Bauer reviewed the proposed recreation programming item by item.  Adjustments to the programming budget have been made and the information regarding the budget is in the packets distributed for the meeting.  The following summary of events was given by Mike Bauer:  Adult Men - not much will change; Fall Softball - only 8 teams registered - 12 is maximum; Co-Ed Fall Softball has been cancelled; Learn to Skate - revenues continue to see growth and it is anticipated to be higher; Break-away League Partnership between Monticello, Elk River and Rogers - income from Spring was 12,000 and should reach 2,000 this fall - all Fall Hockey programs are down but there is hope that it will rebound next year; Personal Trainer - new exercise program upstairs at the RAC, a non equipment based, someone will be hired or contracted for the program; Rogers Royals Baseball Clinic - income this year around $900.00 - holding for next year.  Camps and clinics have been left in as a placeholder to handle requests for programming we can make run at a breakeven point.  Themes in the Park was cancelled this year as we did not have a single sponsor - we will continue searching for sponsors for this event.  Cheer Camp is a break even program.  We have run the T-Ball Challenge twice with our own staff.  Farmer's Market will hopefully continue to grow.  This year we have had approximately twenty vendors and we have room for forty.  We have about 500 people come to the Farmer's Market each week and that number should increase next year.  The MPCA has a grant position that we are a finalist for.  We applied for Energy Efficiencies in Government Buildings and Promoting Local Food Grown.  We will find out Friday if we are successful in the Promoting Local Food Grown, we were not a finalist in the Energy Efficiencies in Government Buildings.  If successful we would then have a person to concentrate on the Farmer's Market and promotion of the event for a full year.  Mike reviewed our partnership with Community Education.  Member Fuller asked if we ever have or are planning on having an Adult Volleyball Program.  Mike reviews plans that have been discussed for the possibility of a sand volleyball court alongside RAC and starting a league once the courts are in place.  He will also discuss it with Community Education.

6.01.2  2010 Capital Improvements Plan Draft

Recreation and Facilities Manager Bauer reviewed information included in the packets.  The 2009 Capital Improvements Plan was reviewed. Brockton Meadows Park construction has come in under budget and the excess will roll into other projects as they are planned.

Right now we are at the point of prioritization of projects.  Next meeting Jeff and Kathy Schoenbauer of Brauer and Associates will be present with their summary of the meetings held earlier in August to determine prioritization.  Each Board Member should come to the meeting prepared with ideas of prioritization.  Mike reviewed the Projects by Year document that was included in the packet.

Member Volkers inquired about the formation of a committee consisting of two members of the Lion's and two members of the Park Board for planning purposes that was discussed in earlier meetings.  Staff will investigate.

Member Tomaszewski questioned the planning for Phase II for Brockton Meadows Park.  It does not appear on the CIP.

Some discussion took place around Hassan's roll in the development of Fletcher Lane to Memorial Drive Trail.  Member Fuller would like staff to investigate the alignment of Hassan's CIP with ours. Member Volkers will also inquire at the next Hassan Park Board Meeting.

6.02 Update Parks and Recreation Programming 2009

Recreation and Facilities Manager Bauer gave an update on programs being offered.  Movies in the Park was very successful with approximately 450 people attending the event held in North Community Park.  M & I Band supplied glow sticks that were sold with proceeds going to Varsity hockey.  There was a face painter, bouncy, carnival games run by the various hockey associations and the Lion's operated the concessions.  The movie shown was Hotel for Dogs.

Learn to Skate program begins August 29.  Golden Gopher Cheerleaders and Snowplow Sam (mascot) will be at the Rogers Activity Center on October 11, 2009 from 4:00 - 5:30 to promote the Learn to Skate Program.  A new program that is in the works is a Rogers Photo Contest.  Mike Bauer is working with Jason Greninger, Rogers IT and Best Buy and Quality Photo have been approached to supply the prizes.  The Program will run from September 1 through December 31 with people submitting photos of the Rogers area that the Recreation Program can use for future needs.

There should be a community education flyer in this Saturday's Star News.

OTHER BUSINESS

Member Volkers questioned if an update on security in the parks was available.  Staff is still investigating solutions.  She commented that the additional lighting in Triangle Park seems to have helped with the problem in that park

CORRESPONDENCE

A schedule for Rogers Park Board Members attending Hassan Park Board Meetings was distributed.  It was noted that attendance at Augusts' meeting was not included on the schedule.  Staff will revise the schedule and redistribute at September's meeting.  Member Volkers will attend the August meeting.

Park and Recreation Business magazine was reviewed for new members and subscriptions will be submitted for Members Fuller and Tomaszewski.

An informal discussion of the Farmer's Market took place.  Prices were discussed with observations being that prices were a little higher than those around the market.  Advertising for the market was discussed and Mike Bauer outlined some of the future plans.  This year the market goes on through September 23.  Some vendors may be continuing inside the Rogers Activity Center for a few weeks into the fall.
